Our programmes

Lund University is running several international education programmes within the scope of the Swedish Institute.

Short description of current programmes

Developing a sustainable transport system from a rights-based perspective

This programme (under the SI Ukraine Cooperation Programme) runs from 2025 to 2026 and is carried out by the Department of Technology and Society at LTH, in partnership with K2 – the National Knowledge Centre for Collective Mobility – and Ukraine’s Ministry for Communities and Territorial Development. The programme is supported by the Unit for External Engagement and Development.

It is aimed at Ukrainian public officials and decision-makers at national, regional, and local levels working in transport planning, policy development, and accessibility. The goal is to strengthen institutional capacity and support Ukraine’s alignment with EU regulations and standards.

EUcation–Urban Governancein Human Rightsfor EU integration

The programme supports Lviv’s path toward the EU by strengthening local capacity in human rights–based urban governance. The initiative aims to empower municipal officials to advance inclusive, barrier-free city development aligned with EU standards and values.

The programme is implemented by the Centre for Languages and Literature at Lund University, in collaboration with the Raoul Wallenberg Institute of Human Rights and Humanitarian Law, together with the Lviv Bureau for EU Integration and Ukrainian Catholic University. Participants include officials from Lviv Municipality and the Lviv Bureau for EU Integration.

By linking human rights principles to practical urban governance, EUcation contributes to long-term institutional development and sustainable EU integration at the local level.

Short descriptions of past programmes

Innovation in Governance for Urban Nature-based Solutions
This programme focuses on governance and leadership innovation in the area of Nature-based Solutions for improved urban environments. It is provided by the International Institute for Industrial Environmental Economics (IIIEE) in collaboration with LUCE, the Department for Commissioned Education at Lund University.

Target countries are Armenia, Azerbaijan, Georgia, Moldova, and Ukraine. The programme will run until May 2024.

Co-design for Sustainable, Resilient and Inclusive Public Spaces and Services
This programme focuses on increasing the capacity of municipal officials to co-design inclusive public environments and services. The programme is provided by Lund University’s Centre for Environmental and Climate Research (CEC), the Raoul Wallenberg Institute (RWI) and SKL International in collaboration with LUCE, the Department for Commissioned Education at Lund University.

Target countries are Cambodia, Indonesia, North Macedonia and Turkey. The programme will run until May 2024.

New Welfare Services – Sustainable Service Design as a driver for regional development: The Great Lakes region
This programme aims at highlighting sustainable service design and management as a tool for regional development. It focuses on governance as service, as well as governance as a facilitator for inclusive commercial service design, development, and management. Primarily, it aims to increase and create more sustainable (social as well as environmental) national and inter-regional cooperation within and between industry-specific actors. The programme is provided by the Department of Service Management and Service Studies at the Faculty of Social Sciences at Lund University and Entebbe International University, Uganda for local facilitation and support in collaboration with LUCE, the Department for Commissioned Education at Lund University.

Target countries are Uganda, Tanzania and Kenya. The programme will run until May 2024.


Strengthening the multisectoral organisational capacity of sexual and gender-based violence in South Sudan, Uganda and Ethiopia through collaborative public sector innovation
This programme is delivered by the Lund University Faculty of Medicine’s Division for Social Medicine and Global Health. We will not cover progress in the programme on this blog. For more information, please contact jack.palmieri@med.lu.se.

Human Rights and Gender Equality in Climate and Disaster Displacement
This programme aimed to strengthen the capacity of municipal authorities in Freetown, Nairobi, and Kampala to integrate human rights and gender equality principles as they design and implement measures to prevent and prepare for displacement, protect people during displacement, and facilitate durable solutions to displacement in the context of disasters and climate change. The programme was provided by The Division of Risk Management and Societal Safety at the Faculty of Engineering at Lund University and The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) in collaboration with LUCE, the Department for Commissioned Education at Lund University.

Target countries were Kenya, Sierre Leone, and Uganda. The programme ran until August 2023.

Rights-Based Climate Adaptation in Armenia and Georgia

The Division of Risk Management and Societal Safety at LTH, the Raoul Wallenberg Institute, and the Unit for External Engagement and Development at LTH, carried out a programme focused on rights-based climate adaptation. The work was guided by the Paris Agreement’s call for climate action to protect human rights, health, equality, and vulnerable groups.

The programme’s report, serves as a starting point for continued work and potential future initiatives in this area. In 2026, a MOOC based on the programme will also be launched, offered by the Faculty of Law in collaboration with LTH.
